trained personnel are slightly hard
to come by in this part of the world....:-(
most of the people who are technically
proficient take the first flight out of the
country for greener pastures....brain
drain is a very big problem....

(i did some interviews recently, at
least two people had written down their
ambitions as : 'to work for an NGO'...NGO
as in aid organization, the attraction
being they pay extremely well, and people
are rarely sacked for incompetence....)

Agree that a GUI is not a cure...unfortunately,
most of the admins involved in this 
case have *only* ever used a windows
box....so the rationale from their end 
is 'if we are getting something better,
why do i have to go through
a character screen instead of pretty
little icons...'... so i want to hand them 
something familiar.....when they are
fairly comfortable with the new 
environment....they will be exposed
to more ssh orient admin stuff...
