No, governments - in regards to terrorism - should stop terrorists from spreading terror. After all this is its purpose. As it seems however - and this discussion here is a perfect example - it doesn't even require to actually destroy a single item, injure or kill somebody to spread terror among a lot of quite smart people.
As several people have referred to the mathematics of death it is much easier and efficient to save lives in other areas of political intervention. So the question for me is why 'governments' (and other actors) worldwide, but particularly in the US and Europe (let's generously extend that to countries like France, Germany and others, too) have an interest in taking part in this wasteful cops and robbers game.
