HE SHOULD STAY AWAY FROM TOR. He's rightfully suspicious, each
Tor client connects to a public list of Tor directory servers, which
is trivial to trace either at ISP or the Great Firewall level.

Using Tor is sufficient reason to be disappeared in many countries.
