If you consider venezuela or ethiopia with respect to indian states like punjab or tamil nadu...(population-wise) i think the issue of and adverse impact of brain drain is very relevant.
I see a lot of old parents living alone in tamil nadu, whose children are abroad...with some worries about who would care for them when they became old.... just like in ethiopia (and probably in venezula...).
