i can think of a bunch of places on the indian ocean rim of africa... as matter of fact, many of these small towns are turning in to holiday / retirement townships as a lot of property is being snapped up by europeans (case in point: malindi and lamu in kenya, inhambane and pemba in mozambique and to some extent zanzibar...). they are relatively cheap and safe places to live in, it does help to have a reasonable amount of cash for "buying" comforts...
