I guess it all depends on where one stands. In my role of public
policy, it is not funny, the amount of explanation one has to do on
open source. In fact, I just returned from a meeting with a senior
official at Department of IT and the first question he asked was,
"What is the business model of open source?" A positive way of looking
at it would be that the officer has the humility to ask a question. A
more critical view would be that someone who is expected to be on top
of the IT world should be better informed.

In retrospect, a more qualified staement would have read, "Open source
is a relatively new concept in the policy making circles of India."
