That is the problem of having ambitious language. While the intent is clear
, the  wording is quite funny.  The wording seems to suggest quite clearly
that  one cannot approach a travel agent if their website is down.

Given that one needs to provide a proof of identity for travel, it should be
possible to track down misuse quite easily.
