For domestic cards?
1. Banks much sloppier at fraud mitigation

2. Some card frauds go unreported for ages .. like if you run up
transactions on your card randomly and dont track your card bills. Banks
wont even suspect fraud of any sort if a bombay card is used to book an ex
bombay domestic flight, for a pax with a different name.
Sure, such transactions could be denied by default, but there are quite a
few elderly people without credit cards who are like "here's that nice
young boy, misraji's kid, who can book it in a minute on the internet, my
travel agent always takes such a long time to book and send me the ticket".

Even more so for railway bookings - 5 minutes on irctc.co.in certainly
beats two or three hours in a crowded, non aircon booking ofice (where you
find that most of the tickets and nearly all the tatkal quota are booked in
advance thanks to online booking). Far more elderly people without cc
travel by train than they do by air ...
