Not sure, but maybe its due to the fact that the state laws make a distinction between selling alcohol and serving alcohol. All the southern states have liquor stores doubling up as the poor man's bar, with the exception of Kerala. Speaking of Kerala, the government there declared the 1st of every month a dry day due to people blowing their pay on liquor as soon as they get it :) Oh the stories I could tell you .... Kiran
