The non-productivity at work -- do you think it is tied to people starting their work day late? Where I worked, everyone refused to come in by 9 am. Traffic, suburban houses far away from the city, were all tied to the reason why they could not make it on time. When work starts at 10.30 to 11.00, you get little done by lunch. Post lunch sloth followed by a rush towards evening which translates to a late day. Another issue for the skewed time is the way projects are planned. The boss guesses the time taken to write a piece of code, test it and deploy it ; you have an estimate.
