I am not sure how else one is to interpret such a specific "statement
of intent" other than to take them at their word. After all, one of
the key points made earlier in this thread (by Shiv, among others) was
that "statements of intent" by political parties are usually composed
of vaguely defined relationships between vaguely defined terms, the
better to gather as many supporters as possible; and to speak from as
many sides of the mouth as possible.
