I believe the district of Theni has a large concentration of them, and the centre also helps them market their produce.
I also recently came across a group that is trying to setup stores in Chennai (http://restore.org.in/). I do not think the model is scalable, as they are run by Volunteers and seem to have a hard time managing the stores, but they are a very passionate bunch. Hope that helps. There are some efforts and initiatives under RTBI (www.rtbi.in), a organization that I work with, to enable a means to do something more or less similar to what you are talking about.
