We discovered this several years ago. The reason is that the Bangalore
City Corporation has no garbage policy other than dumping far far away.
That is why the segregated garbage must be collected separately and not
by the motley mix of Corporation and private "paurakarmikas" (Garbage
collectors) who merely pick up all garbage and dump all garbage at the
collection point. 

If there happen to be rag pickers about, they will "harvest" saleable
plastics from the mixed garbage. That does not include plastic bags. 

If you segregate, make sure you physically hand the plastics and paper
to someone who actually wants them. We have had, over the years, a
separate collection system for plastics, paper and electronic waste.
Only the electronic waste bit works reliably. Any Silk Lister is welcome
to dump electronic waste in a bin I have at home. Get that old printer
here. But all this is a waste of time unless the entire neighbourhood
does the same kind of segregation. By doing it at home we only make
ourselves feel less guilty without impacting the big picture in any
meaningful way.
