I can only speak for Mexico. It is pretty easy to get around with basic
Spanish. I rented a car when I was there and don't know about the public
transport situation.

If you are interested in the connections between India and Mexico, you
could see if you can find any traces of M.N.
Roy<http://en.wikipedia.org/wiki/M._N._Roy>(the founder of Communist
Parties of India and Mexico) in Mexico. The only
traces I've been able to find of Roy, ironically, is a couple of private
clubs named after him - one in Mexico City and one in Merida.
