Only if you are using the web interface, which neither bob (Outlook) nor The Clayton Family (Apple Mail) is.
When using a local mail client, it is that computer that stamps the initial date/time on the message - then the server they use for sending, then each successive server that touches it adds a header that is date/time stamped...
