Silver citrate has gotten my interest. While it may not replace ionic or
collodal silver it has some attractive characteristics:

-The dry ingredients can be stored for an emergency and can be mixed
without electricty if need be.
-When traveling by air you can take a small amount of concentrated
silver citrate and dilute it when needed. Distilled water is not needed
for dilution.
-The concentrated silver citrate can be sent to others, such as
family,with dilution instructions.

Of course, all that is meaningless if it is not safe. While I realize
that turning blue is not life threating, I still put that in the not
safe category. I got the following statistics from

The number of Water Oz cases of Argyria are not much different than
those of EIS but of course I am sure that there are many more users of
EIS than Water Oz and so the statistics for Silver Citrate looks much
better than they really are. From what I gathered, the Water Oz Argyria
cases are from when Water Oz was a higher ppm than it is now (100 ppm
now) and Water Oz was claiming that you could take unlimited (?) amounts
without fear of Argyria. The maker of Silver 100, holder of the patent,
recommends dosages that are no more than 25% of the EPA Oral RfD for
silver per day and claims that to be safe from Argyria. Interestingly,
the makers of Silver Citrate claim to be more effective than EIS because
(1) the citrate prevents the silver from forming less effective silver
salts/compounds and (2) The pathogens consider the citrate as food and
so consume the Silver Citrate leading to their demise. 
I would be interested if you have any thoughts on this.
Oh, you mention the potassium in the solution. This is what I found
regarding that:

"While the patent covers a broad range of substances, the company has
chosen to use citrate as the complexing agent, and potassium as the
counter-ion for maximum stability"

That produces silver citrate, which is what Silver Oz is, although it
will also have some potassium in it that I don't think Silver Oz has.  A
number of people have been reported to have turned blue from Silver Oz,
since it is not colloidal silver at all. Silver citrate is easy to
produce by running a current through water with cirtic acid added using
silver electrodes.
