Like you said, accidents happen.
But if starting a pandemic is what you WANT to do, isn't it a lot easier
and more effective to infect a traveler without his knowledge and no way to
track where it came from, with a big delay in finding out what it is?
..preferably a hitch hiker without access to medical help that comes in
close contact with diverse elements over a wide area.
Many vaccines intentionally have a weakened strain of a live virus in
them that could cause a problem in a weakened individual...that alone isn't
an indicator.
How many of these homeless also had HIV?
The REAL question is, how many of the others died in the 14 to 18 countries.

Not knowing the results of the lawsuits makes their mention almost
meaningless, and even then not an establishment of indisputable fact.

It ain't about what happened so much as who pays who...or who gets
bulldozed into settling out of court with the vultures getting the loins

Defending the dead homeless means there is no one around to accept the
settlement but the defenders...watta DEAL.
Any surviving homeless can be claimed hard to find...and not being homeless
because they have "good" habits, they don't tend to live all that long anyway.
Question: How long does a check sit around, where, before it's up for
grabs? [if not that, held as equity on loans or boost a balance sheet to
sell more stocks? ]
