It is nothing special.  You can buy one... people have told me they purchased 
them as keychain lights.  Or you can make one using a small flashlight with a 
piece of theatrical gel cut to fit the lens.  Put the lens on the skin and turn 
on the light for a minute or so and then check to see if you need a little more 
time.

  The thing is that all one needs to do for anything that is red and itchy (not 
poisonous) is put some blue light on it and the itch will be gone.  In some 
cases another dose of blue light might be required but that should do it.
