If you could attach perimeter guards to the dogs, and perimeter
transmitters to the ducks, that might work.

You have to train the dogs to respect the ducks.
Yes the dogs could kill the ducks, and no the ducks will not be able
to out run the dogs, they can not fly, just flutter a bit off the
ground, and they are sensitive so would stress if you allow the dogs
to bother them.
