Hi Kathy. I have zero idea about the chat room. I own the group but we have never used it. I think yahoo just offers it to every group but it's not something most groups use. At least I've never been in a group where it has been used.
People just write their questions for Peter to the whole list--though you can certainly write him privately via his web site. He will always answer, though it may take a day or so because he is very busy. Otherwise, any comments or general questions are just posted to the group.
