In your case, it's silver oxide forming in the water rather than forming and staying on one of the electrodes...the current is too high.

10 Ohms would limit the current at 36 volts to 3.6 amps [To have the proper current density on the electrodes, they would have to be about the size of a small car ] 10,000 ohms [10K] = 3.6 milliamps [.0036 amps ] About right for 48 or so inches of #12 silver wire

6" wires...about 40K Ohms would be more right

If you have the resistor at the right value to be in range, you might be able to measure the voltage drop across the resistor to tell you something useful
