There has to be some reversal frequency that is low enough
that the process is essentially DC and reaches equilibrium,
during each half cycle. But I don't yet know how low that
frequency has to be. I suspect it is dependent on both
applied voltage and electrode spacing (electric field across
the solution).
Unfortunately, my circuit must have no pause between the
charge part of the cycle (in one direction) and the
discharge pulse, in the other direction, though there can be
an arbitrary pause before that cycle repeats.
