Nicole, Are you certain your sister has migraines or a sinus headache? Many people have come to use "migraine" as a generic term for headache. I get severe sinus based headaches because I am sensitive to candida and other molds. See a recent post to the Candida Forum (www.healthyawareness.com/candida/) describing this situation for several people. It seems suppressing the candida fixes the headaches.
Also, go to CNN.com, use their search in upper right corner - enter Mayo Clinic then go to September 9, 1999 Mayo discovered by new culturing method that 210 tested patients had fungi growing in their sinuses causing an immune reaction. This was also reported on National Public Radio recently and a post to Candida Forum had info from Mayo indicating Candida in root canal infection called NICO.
