That rash is most likely an RF burn.  When the current is switched,
excess current can flow through the skin, causing what appears to be a
rash, but is really a few cells being burned.  (This can happen a
fairly low voltages when the electrodes are placed on skin areas that
have low resistance to alternating current sources.  I got some burns
on my cheeks when I tried direct contact with a 7-volt alternating
current source.)
