The water was yellow with oil. The 'Structured Water' is said to convert hydrocarbon pollution into water. They put an aquarium fish in the cleaned water to demonstrate its safety. When the put the fish back in the aquarium, enough of the structured water remained to clean the aquarium.
The factory is in Turkey. That big earthquake damaged it.
