 I might just add that the oxygen reaction at the anode is unlikely to
 proceed at low voltages, as silver is oxidised at a much lower
 potential.

Ivan: My reasoning was that since ~27 volts are applied across the 
electrodes, electrochemical water reactions will dominate the individual 
electrode reactions. So which of these water electrochemical reactions will 
set the potential at each electrode at least at the beginning of CS 
production? Roger
