Sounds like a job for DUCT TAPE!!!
Seriously, you need to improvise a plug to fit the hole, cement or silicone a
piece of tubing into the plug, and build up the tube to match the inside
diameter of the hose you want to feed to the bin.
Just to start you thinking and inventing.
The "Big Box" hardware stores carry all kinds of fittings and hoses and silicone
cements and DUCT TAPE.
