Ah, ok that makes sense. The elemental silver is a good surface bacteriacide, and the silver oxide slowly dissolves producing silver ions. The solubility of silver oxide is about .015 grams per liter at body temperature, so that would be able to produce a saturation of about 15 ppm of silver oxide with an ionic silver content of about 11 ppm of silver. Very close to the typical ionic silver content of 12 ppm CS. In fact the setup is a good approximation to typical CS, with both an ionic and a metallic component of silver present.
