Just change the reaistor that sets the current control so it doesn't exceed 2 ma.
You could put a potentiometer in it's place so you can dial in the desired current. One ma or less would be preferable if no stirring other than thermal convection is used and the electrodes are around 4". If stirring is used with , say, 8 inch wire electrodes, as high as 3 ma does well. I tried it on a gallon sized generator with 12 ga 8" electrodes at 4 ma and made CS that turned black in a couple of days but the 3 ma is still crystal clear after 3 weeks.
Electrode surface area, current, voltage, time, water temperature and motion all work together in a relationship, so, some experimentation will tell you what yields the best results.
You probably don't even need the capacitors unless the LM chip is sensitive to ripple somehow. If it is, the caps depicted ..or 100mf- 50v ...should be sufficient to get good clean DC. If a cap is used to isolate one circuit from another, no ripple is very important.

A 20 ma draw is very high. Might want to try 1 to 4 ma. Without
stirring a difference of a couple of tenths of a milliamp makes a
difference in the results.
Electrode surface area makes a difference too. With a higher surface area
available, a little more amperage can be used.
