I don't think you can catagorically say. Some PVC is very good, and some has traces of vinyl chloride in it, which is really bad stuff. Other plastics have plasticizers in them, and they tend to leach out, and that can be bad as well. I think the safest is hdpe without any plasticizers. Unfortunately, some companies put plasticizer even in hdpe. :<
