Harvey, The arc is 1/2" to 2" below the water line, and to do this the electrodes are inside of glass or quartz tubing except for the bottom 1/8". The electrodes are in a "V" formation and I have had the best results when the end of one electrode (adjustable) contacts the side of the fixed electrode, That way I could maintain the arc as the DW heated up.
