Lisa, Do not use a cool steam machine as it leaves the silver in the machine. Use an ultrasonic one.
CS only works if one can get it to the source of the problem. Nebulizing a horse may be quite a challenge. You will probably need a very small confined space to get enough silver in its lungs to be of value, but it is worth a try.
