I have a .001uf cap from pin 2 and 6 to ground and a .01uf cap from pin 5 to 
ground.  Frequency is somewhere around 30KHz.

The circuitry on the left is, of course, merely to give an indication of 
battery voltage and indicate when to change the battery.

Your schemtic is ok. If the C1 is 3.2mfd then the freq is 10 Hz.
