My speculation is that at temperatures over 120 deg, the particles are so
energetic and zipping around so fast that their velocity overcomes the
repulsive forces and they collide...forming larger particles.
 The stronger you make it the more particles are packed into a given space
and the more likely they are to collide.
 Even at lower temperatures, if the water is not circulating, high
concentration zones form where particles are more likely to collide.
 So, it's easy to make say, 3- 5 PPM clear CS but it gets progressivly
harder the stronger you go and more and more factors have to be considered
to get that clear batch.

 Near freezing water sounds like a good idea, but the conductivity of the
water at freezing will be somewhat lower and making a given batch may take
significantly longer. [no big deal..just factor that in]

 Just how clear is clear?
 That's becoming an interesting question on the  negative TE thread.
