The two letter Regional descriptors are for a politically different zone than that of the dejure state. The abbreviation for Texas, for example is Tex., not TX. All the two letter abbreviations are federal districts; they are politically part of Washington District of Columbia. Allowing that you live there places you under the direct authority of congress, bypassing your state laws. When you use that, you admit of volunteering to live on a military base in D.C. JOH
