I ran a BBS for years. The law requires that the system operator be
able to read all private messages.
It does not state that you have to read them.
At least 90% of the private messages had no material to justify being
sent private.
I figure that "trade secrets" and hard core bickering is about the only
real justification for private messages.
That one was relatively on topic. I hope I did not read the wrong
