If the HIV test does indeed test for the HIV virus ( it was actaully made from a
concoction of protein tests that test for proteins that are often found in the
blood of a AIDS patient, and will test positive for a number of viruses such as
the HPV which are usually present in AIDS patients ), then everyone has the HIV
virus.  If you test undiluted blood with the test, 100% of the people will test
positive.  No other test requires diluting 100:1 use it. Since that is the case,
then using set theory, everyone who has AIDS must also have the virus, but that
becomes meaningless if everyone has it.  The level is what is important, since
whatever this test tests for does appear to increase when the immune system is
challenged.
