Put a few bay leaves in whatever grain product you are storing. It works

A little trick the Mexicans use to get rid of such pests, including ants in
sugar, is to spread it on a clean cloth in the direct sunlight for a couple
of hours. The bugs will abandon their feast.

These little moths lay eggs in grains at granaries, in your kitchen and
in fields etc and will replicate even in a sealed jar.
What you have is non irradiated rice...quite normal.
Keep the rice sealed up in the fridge and that won't happen.
