CS should certainly handle rotovirus I would think. I would not recommend mixing it with the food, because it could react with sulfur in the food producing silver sulfide which is a nonsoluble inactive form of silver (tarnish).
I would reduce the flow into the "tank" they drink out of to no more than 20 or so gallons a day (to minimize silver usage), and use current through silver plates to produce the colloidal silver directly. A lot of silver compounds may be produced, but that should not be a problem since the only problem with that with people is argyria. Use the silver ppm calculator given here before to determine the needed current to produce the ppm you want with the amount of water flowing into the tank.
