Which version of Exhibit should I be using if I

  * I want something that works and is relatively stable,
  * Has the most community support" and a forward migration path,
  * Is reasonably documented?
  * Is the most understandable to the beginning javascript developer?

Unforuntately you have three choices, each of which addresses a different one of your bullets. Exhibit 3 is where all the development effort is currently being directed; ultimately it will be the best choice for everyone and is already pretty good Exhibit 2.2 (http://api.simile-widgets.org/2.2.0/) still has certain features that have not yet been ported to E3 (but the amount is ever-shrinking) The as-yet-released Exhibit 2.3 (http://trunk.simile-widgets.org/exhibit ) has some bugfixes of 2.2.0 and still other additional features

For basic exhibit work, you should see no difference between the three choices, as they are all compatible. If E3 has all the features you need I would use it in preference to the others. Switching between them should just require swapping which script you link in the head of your document.

P.S. I am checking out simile so I can see the code from http://simile-widgets.googlecode.com/svn/. It's been a while since I used svn. What branch or tag corresponds to the released version?
