If you have any other blacklistings in this range, I'd suggest that you
simply blacklist the entire class C range after complaining to these
addresses:

You might mention in your e-mail that if you get any more spams, you will
then blacklist the entire class B range, not just the class C. This will
tend to get the upline (Metronet) somewhat concerned, usually to the point
that they make threatening noises at their downline (StarnetUSA) to clean
up their act.
If they don't, hopefully you don't know anyone in Canada you need to talk
with.
