Oh, no, I definitely agree.  I do not want it to be implemented in 
SIMS at all.   I am just hoping that you might be able to say 
something like:

     "Yes, I could add to SIMS a banner check for NO UCE in under XX minutes."

When you modified the resources in Feb. 1999 so that we could edit 
the SMTP banner in response to CA's new anti-spam law, you enabled 
SIMS to become one of the primary legal hammers I have to use to 
"enlighten" persistent spammers.

Thanks, perfect.  Yes it would be in the initial greeting.  Writing a 
banner check isn't hard, but I don't actually maintain an email 
server or client application. Thus I was hoping to have one or more 
people chime in with an _Authoritative_ "Yes" or even "I did it while 
waiting for my latte to cool."
