Ok, then.

Yes, I could add to SIMAS the check for "NO UCE" banner in under 15 minutes...

A standards compilant SMTP sender should scan the server prompt to check if ESMTP is 
supported (and SIMS does that). What I would do, is to copy three lines that perform 
that check and paste them replacing "ESMTP" with "NO UCE". One extra line to convert 
the prompt to all uppercase (to deal with "No UCE", for example.)
