That would seem easiest, imo.  Set up a perl script on a machine that is 
not running DNS to listen on the DNS port, lookup th query via SQL, and 
spit back the appropriate response.

I think trying to do this via http: is the wrong way to go.  If you don't 
want to use a roll-your-own RBL then export the data directly to SIMS's 
directory, over writing its blacklist file.  (the blacklist is just text, 
right?)
