If I'm following Joe's original query correctly, this is exactly the 
problem. There is no text file that contains the blacklist. It is 
held internal to the program. I don't even know if it's a resource 
than could be edited with ResEdit, for example.

IMHO, the way to solve this is to change SIMS to read the blacklist 
from a text file. Same with the router. After reading it, SIMS could 
display it in the browser admin page, although this would not be 100% 
necessary (instead of displaying it there could be a simple "updated" 
message as appears now). The problem with it is of course how do you 
update the text file. Since it runs on a Mac though, you should be 
able to mount the SIMS volume from anywhere, and transfer the file 
that way. Am I missing anything?

With a little bit of work on the part of the user, this would also be 
a solution to the age-old problem of how to document/comment the 
blacklist/router. SIMS would not have to be reworked for any new 
format. It could keep the same old format, and anyone wanting to 
heavily comment or otherwise modify the "master" blacklist could 
always run it through a preprocessor of their own design (Perl or 
BBEdit script for example) that would put it in the SIMS format.

I don't know the SIMS source code and have no idea how hard this 
would be to do. In general though, I have a hard time believing it 
would be difficult. To put my money where my mouth is, if I was given 
access to that part of the SIMS code that did this, I'd give a shot 
at writing C code to instead read the blacklist from a text file.
