Here's the sequence as I understand it: some admin or someone makes a change to the blacklist. This gets propagated to the sims.blacklist file on the sims server. Then, someone either sends and apple event that says "reload blacklist" (or more likely, reload all configuration files) or they go to the web interface and click a button and the new blacklist is loaded. However, it's not a big deal, you can run your own RBL (you don't need a second IP, you could run an RBL on an internal IP). If you have OS X you can run it on the same machine, even. set the RBL server to be 10.0.0.123 (or whatever) and tell your OS X box to use a second internal IP.
