You don't want to do that. It will eat up your life and your mind. 
The world really does have enough blacklists.

That sounds like a really good standard until you have a case like 
the one Chris described. The blacklist that blocked the mailing list 
only was adding an IP address that had been the source of spam.

The operation of a blacklist with non-objective standards is a 
complicated business. To stop a significant amount of spam you will 
be listing machines that send a noticeable amount of mail that people 
really want. My favorite example is the entity originally known as 
MediaSynergy, later renamed Flonetwork to escape their spamming 
reputation and since borged by the DoubleClick privacy-invasion 
collective. They send mail for some legitimate companies, but a lot 
of that is done with no pretense of address confirmation. They send a 
fair amount of that mail with opt-out links pointing to a machine 
whose name has apparently never been in DNS. In looking at 4 years of 
archives, I see that about 70% of what has arrived from them aimed at 
addresses of mine is unequivocally spam, but the remaining 30% is 
mail which I have specifically requested. If I were to run a 
blacklist of places which have spammed me repeatedly and 
unrepentingly they'd be on it, but many people using that list would 
see legitimate requested e-mail rejected as a result.
