You need to collect some of the email in question, print it out. 
Mail it via International Registered mail to the attention of a Bank 
Officer at the bank in question.

In the enclosure, explain the sensitive information is being sent to 
you because of their IT's incompetence and that this information is 
overwhelming your resources.  Insist that they fix the problem, and 
PAY YOU FOR YOUR TIME AND EFFORTS IN DEBUGGING THEIR PROBLEM. 
Explain, politely, that if you don't have a response, with a check 
enclosed, in a reasonable amount of time (a week, say), you will be 
forced to send a copy of the same package to various media outlets, 
as well as the NFBI (is that the right agency? the one that oversees 
banks) so that their releasing confidential client information will 
become public knowledge.

Also explain that you will be contacting the clients themselves to 
explain that their information is being let loose on to the Internet 
due to the banks incompetence.

GUARANTEE that will get their attention.  If it doesn't then end the 
package to the Wall Street Journal, the NY Times, The LA Times, The 
SF Chronicle, The Chicaog Sun-Times, The Washington Post, etc and 
send a letter to each of the clients you can identify.  Include a 
copy of your original letter to the bank.

Not only should this stop IMMEDIATELY, you should get some serious 
scratch for keeping your mouth shut.  Fact is, this gets out it could 
cost them tens of millions of dollars.  Depending on how it played 
out in the press and who their clients are, if could easily bankrupt 
them.

Would YOU leave your money in a bank that was giving out your 
information via unsecured connections to a total stranger?  Would 
your company?  Would ANY company?
