What was meant that the same server that is the primary (i.e.  your SIMS 
server) is made the lowest priority secondary;  and, another (could be 
anything) is the secondary in between - like so:

Main Server       - SIMS             - highest priority MX
Some Other Server - need not be SIMS -  middle priority MX
Main Server       - SIMS             -  lowest priority MX
