I can vouch for ListSTAR and SIMS being an excellent combination.

ListSTAR lets you customize the number of BCCs on a per-list basis
and I bumped it up to 300 on my largest list (1300). I also used the
ListSTAR address sorter to sort the list by domain. As a result, SIMS
ends up handling only 5 messages, it handshakes only once with each
domain, and then it sends the entire block for that domain as one
message. If the logs are to be believed, it took less than 1 second
to send mail to 80 subscribers in one domain (the largest grouping).
